Quick Answer

You may qualify if you are an approved foster or kinship carer in Queensland, or you receive Carer Payment with a Queensland address. The questionnaire reaches it when state = QLD and either caring_for_foster_child = true or is_primary_carer = true.

The card itself is free and produces no cash. Its value is the discounts you receive at participating businesses, plus a free Senior Shopper service, so the rule is recorded as eligibility-only.

Outcome summary: ongoing savings on everyday goods and services at participating businesses, recognising the cost and contribution of caring for others.

What Is This Payment?

Carers often spend more on everyday goods and services while looking after a child or another person. The Carer Business Discount Card is the Queensland Government's way of helping carers stretch their money further.

The rule database tags it as a Group B benefit with an eligibility_enabler result role. It does not pay cash; instead it unlocks discounts at participating businesses across Queensland and a free Senior Shopper service.

It is available free of charge to approved foster and kinship carers and to people receiving Carer Payment from Centrelink with a Queensland address.

How Much Can You Get?

The amount block is eligibility_only with period: none. The card produces no direct cash payment; its value is the discounts it unlocks.

Eligibility Conditions

The eligibility block requires state = QLD plus an any group, so you need to satisfy at least one of the carer conditions.

  1. Queensland: state = QLD. You must be a Queensland resident.
  2. Foster or kinship carer: caring_for_foster_child = true. Approved foster and kinship carers qualify.
  3. Primary carer: is_primary_carer = true. Receiving Carer Payment with a Queensland address also qualifies you.

Because this is an any set within the carer conditions, you only need to meet one of them in addition to being a Queensland resident.

There is no means test in the rule. Approved foster and kinship carers are verified through Child Safety, while Carer Payment recipients are identified through their Centrelink record and Queensland address.

Scenario 3: kinship carer

Grace cares for her grandchildren under a kinship arrangement approved by Child Safety, so she meets the foster and kinship carer condition.

Scenario 4: not yet approved

Ben is interested in fostering but is not yet an approved carer and does not receive Carer Payment, so he does not meet either carer condition yet.
