caring_for_foster_child = true. Approved foster and kinship carers qualify. - Primary carer:
is_primary_carer = true. Receiving Carer Payment with a Queensland address also qualifies you.
Because this is an any set within the carer conditions, you only need to meet one of them in addition to being a Queensland resident.
There is no means test in the rule. Approved foster and kinship carers are verified through Child Safety, while Carer Payment recipients are identified through their Centrelink record and Queensland address.
