SuperGold Card

The SuperGold Card is New Zealand's concession card for over-65s — no income test, automatically issued when NZ Super or Veteran's Pension is approved. It unlocks free off-peak travel on all buses, trains and ferries nationwide, plus access to a discount network of more than 2,800 participating businesses spanning retail, food, healthcare, entertainment and services. This rule-based guide covers exact eligibility conditions, what the card unlocks, how it interacts with NZ Superannuation and Veteran's Pension, and the most common pitfalls for new cardholders.

Quick Answer

You qualify if you are aged 65 or over and hold New Zealand citizenship, permanent residence, or a qualifying visa — or if you receive the Veteran's Pension regardless of age. There is no income test and no asset test.

You are blocked if you are under 65 and do not hold a Veteran's Pension. Age is the only demographic gate; residency status is the only other condition.

What you receive: a physical SuperGold Card and access to the online portal. The card entitles you to free travel on scheduled off-peak public transport across New Zealand (buses, trains, ferries) and discounts at 2,800+ participating businesses. The card is not a cash payment — it is an eligibility credential. It is automatically issued when NZ Super or VP is approved; no separate application is needed.

What Is This Card?

The SuperGold Card is an eligibility-only concession card administered by the Ministry of Social Development (MSD) under the SuperGold Card programme. It is not a payment and carries no monetary amount — it is the credential that unlocks discounts and free public transport for over-65s.

The card was introduced in 2007 as part of a programme coordinating discounts negotiated between the government and businesses and transport operators across New Zealand. It replaced a patchwork of informal senior discount schemes and standardised the national off-peak travel entitlement.

Auto-issued with NZ Super and Veteran's Pension. When MSD approves your New Zealand Superannuation or Veteran's Pension application, it automatically generates and mails a physical SuperGold Card. You do not need to fill in a separate form, attend an appointment or provide additional evidence. The card arrives by post, usually within a few weeks of the benefit being approved.

Two formats. The physical card is the primary format — a small card you carry in your wallet and show at transport barriers, bus drivers and participating businesses. The second format is an online account at supergold.govt.nz where you register your card number to access e-commerce deals from participating retailers.

Veteran's Pension holders under 65. In most cases the SuperGold Card is linked to the age-65 threshold, but holders of the Veteran's Pension can also receive the card even if they are under 65, because the Veteran's Pension is itself a qualifying payment for SuperGold purposes.

The card has no expiry date while you remain in receipt of NZ Super or Veteran's Pension. If your payment is ever suspended or cancelled, the card entitlement also ceases.

What Does the Card Unlock?

Free Off-Peak Public Transport

SuperGold cardholders travel free on scheduled public transport services throughout New Zealand during off-peak hours. "Off-peak" is defined by each individual transport operator, but the standard window used by most operators is:

The entitlement covers buses, trains and ferries operated by participating providers across the country, including Auckland Transport, Metlink (Wellington), Metro (Christchurch), and most regional operators. Check with your local operator for the exact off-peak timetable, as a handful of smaller providers set slightly different windows.

Business Discount Network

Over 2,800 businesses participate in the SuperGold discount programme. Categories include:

To claim a discount in store, show the physical card at the counter. Discounts vary by business and are set independently by each participant — the programme does not mandate a minimum discount rate. Search the full directory at supergold.govt.nz to find participating businesses near you.

What the Card Does NOT Unlock

The SuperGold Card is not the same as the Community Services Card (CSC). The CSC is a separate, income-tested card that subsidises GP visits, prescriptions, hospital outpatient charges and some other healthcare costs. SuperGold does not provide these subsidies. Retirees can hold both cards simultaneously, but the CSC requires a separate income-based application through Work and Income.

The SuperGold Card also does not cover taxi subsidies or specialised transport services such as the Total Mobility scheme. Those require separate enrolment through your local council or district health board.

Eligibility Conditions

The eligibility rule used by the Benefit Check engine for the SuperGold Card is:

  1. age >= 65 — you must be at least 65 years old.
  2. residency in {citizen, pr, qualifying_visa} — you must be a New Zealand citizen, hold a permanent resident visa, or hold another qualifying visa and be ordinarily resident in New Zealand.

Both conditions must be met simultaneously. There is no income test, no asset test, and no work-history requirement.

Veteran's Pension exception. Holders of the Veteran's Pension may qualify for the SuperGold Card even if they are under 65. The card is linked to the payment itself, not solely to the age threshold. If you receive a Veteran's Pension at age 60, for example, the SuperGold Card will be issued along with the pension approval.

Residency test in practice. For most long-term New Zealand residents this condition is straightforward — NZ citizenship or a permanent resident visa satisfies it outright. Holders of a Special Category Visa (New Zealand citizen equivalent for eligible Australian citizens) and certain other qualifying visas also satisfy the condition.

How To Apply

You do not need to apply separately for the SuperGold Card. MSD automatically issues the card when your NZ Superannuation or Veteran's Pension application is approved. No additional form, appointment or evidence is required beyond what you provided for the underlying payment.

Replacement cards. If your card is lost, stolen or damaged, contact Work and Income to order a free replacement. A replacement is typically mailed within two weeks. You can continue using a printed confirmation or your online account for some purposes while you wait.

Renewal. The SuperGold Card does not require periodic renewal. It remains valid for as long as you receive NZ Super or Veteran's Pension. If your payment is suspended or cancelled, the card entitlement also ceases and you must reapply if the payment is later reinstated.

Rule-Based Scenarios

Scenario 1 — Iosefa, 67, Auckland: daily off-peak commuter

Iosefa retired at 65 and had his NZ Superannuation approved that year; MSD mailed his SuperGold Card three weeks later. He now uses Auckland Transport buses five days a week to reach his volunteer role in the city. His morning bus departs at 9:15am, which falls just outside the peak window (peak ends at 9am), so the journey is free. His return trip at 3:30pm is also free. Across 40 working weeks a year, Iosefa estimates he saves roughly $800–$1,000 in fares that he would otherwise have paid. He also uses the card at a participating pharmacy near his home, receiving a 10% discount on over-the-counter purchases not covered by his prescription subsidies.

Scenario 2 — Sanjay and Dalila, both 65, Wellington: couple receiving two cards

Sanjay and Dalila both turned 65 within three months of each other. Each applied for NZ Superannuation separately and each received their own SuperGold Card automatically — no additional paperwork needed. Dalila uses the Metlink train daily for off-peak trips to Porirua, saving approximately $650 per year in fares she would otherwise pay at the $6.50 standard adult rate. Sanjay focuses on the online portal, accessing deals from participating NZ retailers for household goods. Between transport savings and retail discounts their combined SuperGold benefit exceeds $1,200 per year, with no income test applied — the card is issued solely on age and NZ citizenship.

Scenario 3 — Odette, 58, Christchurch: Veteran's Pension holder receives SuperGold early

Odette is 58 and served in the New Zealand Defence Force. She was approved for the Veteran's Pension at 58 due to a service-related condition, and MSD issued her SuperGold Card at the same time — seven years before the standard NZ Super age-65 threshold. She immediately began using the card for free off-peak travel on Metro buses in Christchurch, where off-peak runs from 9am to 3pm and after 6:30pm on weekdays. Had she been waiting for NZ Super, those bus trips would cost full adult fare for another seven years. Her VP status accelerated the entitlement: two benefits, one approval, one card mailed automatically.

Frequently Asked Questions

Do I need to apply for the SuperGold Card separately?

No. The SuperGold Card is automatically issued by the Ministry of Social Development when your NZ Superannuation or Veteran's Pension application is approved. You do not need to fill in a separate form or attend another appointment. The physical card is mailed to your address on record, usually within a few weeks of benefit approval. If it has not arrived after a month, contact Work and Income on 0800 254 754.

Can I use the SuperGold Card during peak hours?

No. Free travel applies only during off-peak hours. The standard peak windows on most NZ operators are weekday mornings 7–9am and weekday afternoons 4–6:30pm. Outside those windows — all other weekday times plus all weekends and public holidays — travel is free. Boarding during peak hours may result in a fare charge. Always check the timetable for your specific operator, as a small number of regional services set slightly different peak definitions.

Is the SuperGold Card the same as the Community Services Card?

No — they are different cards with different purposes. The SuperGold Card is for everyone receiving NZ Super or Veteran's Pension (no income test) and provides transport and business discounts. The Community Services Card is income-tested and subsidises GP visits, prescription costs and some hospital charges. You can hold both simultaneously, but you must apply separately for the Community Services Card through Work and Income if your income qualifies.

What if I lose my SuperGold Card?

Contact Work and Income to order a free replacement. Call 0800 254 754, visit a Work and Income service centre, or use the contact form at supergold.govt.nz. Replacement cards are typically mailed within two weeks. The card does not auto-expire — it remains valid as long as you receive NZ Super or Veteran's Pension — but without the physical card you cannot claim in-store discounts at participating businesses.

Does the SuperGold Card give me free healthcare?

No. The SuperGold Card does not subsidise GP visits, prescriptions, specialist appointments or hospital charges. Those subsidies come through standard NZ public health entitlements and, for low-income retirees, the Community Services Card. Some businesses in the SuperGold partner network — such as opticians or hearing clinics — may offer their own commercial discounts to cardholders, but these are voluntary partner deals rather than government-funded healthcare subsidies.

Can I use the SuperGold Card for online shopping?

Yes. Register your card number at supergold.govt.nz to access the online portal, which lists e-commerce deals from participating retailers. You will need to create an account on the website and link your card. Note that the online portal and the physical card are separate systems — registering online does not replace the physical card for in-store purchases; you must still present the card at the counter to claim in-person discounts.
