The underlying rule is that you receive a DVA compensation payment but do not already receive a pension supplement that covers telephone and pharmaceutical costs — the Veterans' Supplement fills that gap so cardholders are not left without the help a pension supplement would provide.

Required field is concession_card_type. Because the supplement is automatic, the product's role is awareness: many recipients see the payment on their statement without realising it is the Veterans' Supplement or what costs it is meant to offset.

Scenario 1: compensation without a pension supplement

A veteran receives the Disability Compensation Payment but no income support pension, so they do not get a pension supplement. DVA automatically pays the Veterans' Supplement toward their phone and pharmaceutical costs.

Scenario 2: war widow on the low rate

A war widow receiving the War Widow's Pension but not a pension supplement automatically receives the Veterans' Supplement at the low rate.

Scenario 3: not realising it is being paid

A cardholder sees a small regular amount on their DVA statement and does not realise it is the Veterans' Supplement helping with phone and medicine costs — it has been paid automatically all along.

Scenario 4: higher rate where warranted

A veteran whose circumstances warrant a larger supplement receives the higher rate rather than the low rate, again paid automatically by DVA.
